The Foreign Office have suggested three names for the post of British officer attached to the U.S. Army Headquarters to advise on problems arising out of the re-occupation of Chinese ex-Treaty Ports. The first choice is Mr. C.B. Ogilvie who served in Malaya from 1912 to 1918 and for the past 18 years has been with the Shanghai Waterworks Co. Ltd.

I have asked the Hong Kong Planning Unit for their views on this and the other F.0. nominations. Mr. Ogilvie is not known to them and they have no comments on Major Scott or Colonel Burkhardt. Mr. Gent may know of someone who could give a line on Mr. Ogilvie, but as the appointment is not of primary interest to the Colonial Office, he may think it sufficient to write as in draft. I have not asked for the Personal File (if one exists) from Queen Street since it will hardly throw much light on Mr. Ogilvie's present qualifications.
